Why the Operator and the Administrator cannot see the FX menu?

Our Currency Exchange service is set up to allow any one of the Business Internet Banking approvers to input and execute the FX transactions directly and conveniently, without needing the Operator and Administrator to input the transaction details first.
Accordingly, both Operator and Administrator user profiles cannot view the “FX”menu.
